Why is it that those RAF and Navy personnel that where guarded by Army personnel are entitled to wear the GSM Bar for Malaysia for service from December 1965 to August 1966 and the Army personnel are not.

I, and my surving friends, have always been under the impression that we could not wear the "Malaysian Peninsular Bar". We served in Malaysia from January 1966 to June 1968. With the end of Confrontation in August 1968 we where informed that only the Navy and RAF would be awarded to the GSM from December 1965 to August 1966 and the the Army. I have recently been told that this has changed. Could you confirm if this is true?
I served in malaya between 1955to 1957 with the KOSB but for some inexplicable reason,i.e.the Malaysian Govt. unfair criteria (Time frame) re elegibility. I did my share of jungle bashing and ambushes etc. and I think it is most unfair that I and many others like me do not qualfy for the PJM. Is there any avenue I can take to rectify this matter.
